Yeah, can't put my finger about how that fits in. But the Doctor did have an emo speech about how he wishes he could go back and change things, but he can't. Which is part of why I wonder if Donna will have the opportunity to go back and change a situation. Not specifically Gallifrey, though, because I think if the entire planet were resurrected that might cheapen four years worth of angst.

Then again... Romana would most certainly be alive.
